Glenn has wide experience in records and document management, particularly in developing strategies to ensure that new technologies will converge successfully to cater for both electronic and paper documents.

He has also developed policies and procedures to allow for the successful implementation of decentralised data entry for the control of electronic documents. Some of his projects include:

  • Implementing computerised or manual records systems for several small and medium-sized businesses
  • A strategic study of the records management needs of the Queensland Premier’s Department, including controlling electronic as well as paper documents, spread across several LANs and three different hardware platforms. We assessed the market by issuing an RFI specification, and recommended strategies and implementation plans covering hardware, software and staffing, together with a full cost benefit analysis.
  • A strategic study of the records management requirements of the Australian Securities and Investment Commission. This involved assessing the current and archival records of eight State and Territory corporate affairs offices prior to the establishment of ASIC, recommending how and to what extent they should be carried over to ASIC, and recommending priorities and strategies for records management staffing, workflows and computer systems.
  • A strategic study of the records management options of the South Australian Housing Trust, including coordinating decentralised operations in 18 offices across the state, and taking into account increasing use of electronic mail and the need for electronic document management.
  • A study of the records management needs of the Legal Aid Commission of NSW, including decentralised operations throughout the state. Following this, he managed a project to re-index, re-jacket, and computerise the management of, the Commission’s administrative files.
  • A strategic study of the records and document management requirements of Warringah Council, including assessing the adequacy of existing file indexing and control methods, and recommending future directions including the need for corporate-wide task tracking and document management, within an overall environment directed to improved client service.
  • Consulting on software development, and preparation of detailed functional specifications, for two leading records management systems.
  • A study of the archival records management requirements of Tomago Aluminium Pty Ltd, particularly a detailed study of the costs and benefits of preservation microfilming and the use of in house facilities or bureau services.
  • Managing the implementation of a computerised records management system for the Federal Department of Community Services. This included setting up new staffing levels, revising workflows and procedures, overhauling indexing methodologies, and managing the barcoding and microfilming of the jackets of 35,000 files in seven buildings. This project was then repeated in the Department’s Adelaide branch.
